APPLYING FOR AN OPERATING GRANT

In order to be considered eligible for funding, public library boards must submit the following documents as part of their grant application, on or before the deadline of June 15.

1. 2018 Application for Financial Assistance (for municipal and intermunicipal library boards) 
OR
2018 Application for Financial Assistance  (for library system boards)

This form must be completed by a board member or a library staff member authorized by the library board. Please remember to use the legal name of the library board on the application as per Section 3(4) of the Libraries Act. Failure to do so will result in the application being returned or delayed.

2. 2017 Statement of Receipts and Disbursements or a Financial Review

This statement is to be submitted by municipal and intermunicipal library boards serving fewer than 10,000 people. Boards serving more than 10,000 may submit this form or their own financial review/audit.

The Statement of Receipts and Disbursements or financial review/audit must be completed by a person or firm considered acceptable by municipal council. Please also ensure that the second page of the Statement of Receipts and Disbursements is signed by the financial reviewer only.  If the financial reviewer/auditor is not the same as the previous year, forward a copy of the council resolution authorizing the new person or firm as financial reviewer/auditor to the Public Library Services Branch as soon as possible (as per Section 7, 9 (b) of the Libraries Act).         

                

2a. 2017 Direct Payments

IF the municipality paid operating costs in addition to the local appropriation to the library board (e.g. utilities, insurance, building maintenance, etc.), have these amounts recorded on the direct payment form. These were expenditures made directly by the municipality on behalf of the library. The form should be completed and signed by a municipal administrator.

Note: this form is included as the last page of the 2017 Statement of Receipts and Disbursements document. It only needs to be printed off separate if you are submitting a financial review/audit in lieu of the Statement of Receipts and Disbursements.

 

3. 2018 Budget

This statement is to be submitted by municipal and intermunicipal library boards serving fewer than 10,000 people. Boards serving more than 10,000 may submit this form or their own budget document.

The budget is required to evaluate the status of the application and to ensure that the local appropriation is sufficient for the board to receive the provincial operating grant. The library board must receive a local appropriation from council of at least $2.00 per resident and be in compliance with the Libraries Act and Libraries Regulation.              

                

3a. 2018 Budget Direct Payments

IF the municipality will be paying operating costs in addition to the local appropriation to the library board (e.g. utilities, insurance, building maintenance, etc.). have these amounts recorded on the direct payment form. These will be expenditures made directly by the municipality on behalf of the library. It should be completed and signed by a municipal administrator.

Note: This form is included as the last page of the 2018 Budget document. It only needs to be printed off separately if you are submitting a budget using another template.

 

4. 2018 Public Library Survey and 2017 Annual Report of Public Libraries in Alberta

The Survey and Annual Report must be completed and submitted to PLSB by February 28, 2018. Because it is submitted online to PLSB through LibPAS, you do not need to send a paper copy with your other grant application forms. For more information about the Survey and Annual Report, click here.



The final grant application deadline is June 15, 2018. Applications will be processed when they arrive, and will not be considered complete unless all required documentation has been received.
