Improvement District No. 349

General Information

Improvement District No. 349 (ID 349) is located north of the City of Cold Lake along the Saskatchewan border in northeastern Alberta. The improvement district encompasses the Alberta portion of the Cold Lake Air Weapons Range, as well as several townships of land north of the range. There are no permanent settlements located within the improvement district.

Planning and Development

The City of Cold Lake has been contracted by the Government of Alberta to carry out duties associated with the development process in the improvement district. Subdivision and Development Appeal Board (SDAB)

The ID 349 Subdivision and Development Appeal Board provides a mechanism for interested parties to  challenge a decision on a development application;  challenge a decision on a subdivision application that is not located within the prescribed distance of a primary highway or located adjacent to nor contain a water body; and to challenge the issuance of a stop order. 

Municipal Tax and Assessment

Assessment Notices

Improvement District No. 349 assessment notices were mailed to rate payers on March 3, 2017. Pursuant to Section 309(1)(c) of the Municipal Government Act appeals to assessment values must be filed within a 60-day period. The final date to file an Assessment Complaint is May 2, 2017. Tax Notices

Improvement District No. 349 taxation notices for 2017 are not finalized at this time. It is anticipated that tax notices will be sent out in June or July 2017 to all property owners. If you have not received your property tax notice by July 31, 2017, please contact the ID 349 adminstrator at id349@gov.ab.ca or 780-422-8876

Local Assessment Review Board (LARB)

The local assessment review board is responsible for hearing complaints regarding residential property with three or fewer dwelling units, farm land, or tax notices other than property tax notices. For more information please visit the property tax and assesment section of the Municipal Affairs website or contact the ID 349 LARB clerk.

Composite Assessment Review Board (CARB)

The composite assessment review board is responsible for hearing complaints regarding any property not within the jurisdiction of the local assessment review board.

Recreation

Please note, as per the 2012 Alberta Sportfishing Regulations, access to lakes within the Cold Lake Air Weapons Range is prohibitied with the exception of Spencer Lake.

Access to Spencer lake is permitted only during the following periods:

On normal weekends, from 5:00 pm each Friday to 1/2 hour after sunset each Sunday.

On long weekends with a Friday statutory or civic holiday, from 5:00 pm Thursday to 1/2 hour after sunset on Sunday.

On long weekends with a Monday statutory or civic holiday, from 5:00 pm Friday to 1/2 hour after sunset on the holiday Monday.

On January 1 from 5:00 pm on Dec. 24 to 1/2 hour after sunset.

NOTE: Live ammunition is used in the Cold Lake Air Weapons Range. Use of the lake by anglers is dependent on the approval of the Canadian Forces at the Base. If necessary for Base operations, access to Spencer Lake may be closed during some of the open periods listed above. Due to safety concerns, the Canadian Forces does not permit overland access to Spencer Lake on any trails that are inside the Bombing Range boundary, including the trail between Seibert and Spencer lakes. Spencer Lake may only be accessed from the west tip of Spencer Lake and it is unlawful to go ashore inside the bombing range boundary.
